When an Environmental Impact Assessment is required
Environmental approval should be checked while a project is still being defined. In Zanzibar, projects are registered and screened by ZEMA. On mainland Tanzania, the corresponding process is administered through NEMC. The regulator determines the required level of assessment.
Screening comes before the study
Project type, scale, location and likely environmental or social effects influence the screening decision. A concept note or project brief gives the authority enough information to determine whether a full environmental impact assessment, a more limited report or another process is appropriate.
Prepare a clear project description
Useful early information includes the site boundary, land use, proposed activities, construction methods, water and energy needs, waste streams, access, nearby communities and sensitive environmental features. Gaps at this stage can slow screening and produce an incomplete study scope.
Treat approval as part of the programme
Scoping, baseline work, consultation, report preparation, authority review and possible requests for further information all require time. Begin the process before procurement or construction commitments depend on an approval date. Requirements can change, so confirm the current procedure with ZEMA or NEMC for the project location.
